    FLOOD CONTROL is *not* area of expert knowledge for me , at all ... But , just in general , to *RETRO ADD* some kind of FIX for something like FLOOD CONTROL , is likely EXTREMELY EXPENSIVE (MONEY COST) ... It is as *RETRO ADDING* a (road) FREEWAY , where you have to BUY OUT and MOVE businesses , to get the 'right of way' space that you need it ... Whereas , IF you had *planned* in the beginning for the FREEWAY , *before* ANY BUSINESS was located in the WRONG PLACE , you are WAY BETTER OFF from a cost standpoint.

    With FLOOD CONTROL , *maybe* your 'best bet' is to create *HIGHER GROUND ELEVATION* emergency shelter facilities ... Maybe something that *doubles* in usage as some kind of EXERCISE (PILATES) Athletic Building or even CONCERT (Entertainment) Venue ... The S.KOREANS are fairly clever about such notions ... But again , to *RETRO ADD* FLOOD CONTROL solutions (drainage ditches , pumps , etc) , usually turns out to be INCREDIBLY EXPENSIVE in COST (MONEY).

    So , *quickly* EVACUATING citizens to HIGHER GROUND (temporary SAFE location) is actually often your best choice ... You just FORCE people to LEAVE (via POLICE) on say a BUS that takes them to HIGHER GROUND , away from FLOODING. And they get to return AFTER the FLOOD DANGER has subsided (become less).

    It can take as even *10 YEARS* to *RETRO ADD* FLOOD CONTROL *SPILLWAYS* and what all for a city like SEOUL ... And it COSTS a LOT of MONEY to do it ... :|

    Plus , is this *current* SEOUL FLOOD say a *ONE time every 25 Years situation* ??? ... Or , is it a *climate change* situation of *10 times every 25 Years situation* ??? ... Citizens do NOT want to PAY a LOT of MONEY for that (FLOOD CONTROL) which seems as NOT very often needed ... Or even , *their* PERSONAL RESIDENCE is in a *safe* location (flooding risk) ... So , WHY should they want to PAY MONEY for that (FLOOD CONTROL upgrades) which is for the benefit of OTHERS and not THEM PERSONALLY ??? ... These kind of 'debates' are endless ... :|
