    Best in terms of what? Most of these guys weren't important in their times as vice president and only became relevant during their times as president from what I remember. I mean, even some non-president vice presidents were impactful outside of the occupation, but it really depends on how we're judging best here.

    Best in terms of governing the Senate (since the Senate is a higher position than the House)
