    Mines are a defensive if still vicious weapon


    To my mind NK doesn't think it will be fighting an offensive on the SK side, rather a defensive war, if ever.


    Either that or they have hidden or alternate pathing that they can leverage instead.


    Politically it represents the death of the unification efforts through action, after north korea publically dropped efforts to work towards reunification.
