Is there an organization whose sole purpose is securing Hallyu wave that forces big companies to work together?

we know that small companies get government grants to keep the Hallyu wave going, there's gotta be some org that watches everything that big 3 companies do and ensure that it's matching with hallyu interest instead of the companies own interest.
