Kind of. A member can stand out for various reasons like their looks, their clothes or generally being the focal point of the stage.

Stage presence requires them to stage out mainly for their abilities in stage whether it's singing dancing or hyping up the crowd

Some idols aren't the best dancers in their groups and stand out to me alot. When i call them my favourite people act like I committed a crime.

It’s not the same thing for sure. Sometimes a member gets the most center time, lines or promotion (sm is guilty of this), or has an unique visual or wears outfits or make up that stands out most and someone can stand out because of that without having the best stage presence. You can also stand out in a bad way. For example:
