IFPI only includes them if the label sends them basically.
IFPI has deal with a lot of different music markets. So for a lot of countries they do receive informations from the 'local' organizations not from label. For those countries that doesn't have a deal with them label needs to submit numbers. Before MOTS: Persona IFPI still had a deal with Gaon so all sales were reported by them. But before Persona the deal has ended and they didn't create a new one - so the label had to report the sales.
