I don’t know for sure, but it’s quite possible. I even heard what service she used. But who in the 21st century doesn’t want to look a little better on Instagram than in real life and have many followers. 
Almost everyone uses it, and the main thing is not to get too excessive. In fact, I have such suspicions every time I see an Instagram account with millions of followers. Sometimes even government officials are accused of boosting on Instagram. So I don’t think it would be surprising if it were true.
