Would the Kpop industry suffer under stricter regulations?

If the S.Korea goverment decides to have stricter laws and regulations on Kpop companies to protect idols from being mistreated and worst case abused, would both big and smaller companies suffer financially?

it would be a lot harder for smaller companies to scam teenagers into debuts, work them nonstop for years, and not pay them a single cent. would less kids get to debut as idols? yes. but there SHOULD be less idols.
