It's usually a released album with new songs included.

Like NCT Dream's Hello Future is literally Hot Sauce with new songs.

They release an album with new songs and new packaging.

Sometimes it's a few songs like NCT 127 will have three new songs and I think TXT's repackage had three as well. Sometimes they include a ton of new songs, like one of GOT7's repacks basically has a whole other album's worth of songs.
