Will KPop's Generational Change be possible when a 2nd Generation Singer is still going strong?

No one really has a definition. When a new major act debuts it is considered to be the new generation.
Virtually everyone agrees the 2nd Gen began with Big Bang (2006), WG and SNSD, and the 3rd Gen began with EXO (2012).
However, since there has been no major act in the 4th gen yet, there is some disagreement about when the 4th Gen began. It might have begun with txt (2019) or with aespa (late 2020), but the debate is not settled yet
I don't understand how the term "Generation" in Kpop is a thing. Like why would you divide a genre into different generations? I've never seen that term applied in other countries or genres.

Again it has to do with the Korean tendency of dividing people into tiers. In the old days, when a new generation became dominant the older generation was set aside hence the distinction became important.

TVXQ is technically not part of 2nd Generation - it debuted slightly before it.
KPop boom began in earnest on 2007 , but because Big Bang debuted the previous year, that year is generally taken to be the year the 2nd Gen began.

For the first time in history there are 2nd, 3rd and 4th generation coexisting, each with a shot for supremacy
only for Boy Groups...
GG - what second generation group is
A: still promoting?
B: somewhat successful?
C: has the same/similar lineup as they started?
Brave Girls being an exception that proves the rule!!!!

Brave girls have undergone a complete line up change, so what Generation do they come under. 3rd is my guess, the new line up is from 2016.

BG as we know it is in its 2nd iteration and is from 2016, so it is firmly in 3rd gen
No question about it
