I get that Enhypen just debuted and they weren't planning on any new groups for the time being. Still, debuting Hanbin as a soloist wouldn't been so costly for them. Considering Belift is a sub-label of the great HYBE. Even with a low-budget MV, they could have made it look high-quality for Hanbin.
