Considering what some kpop fans think is national hit sure. If songs that never hit #1 on Melon can be national hits, Butter definitely already is. Lets say these are third tier "national hits".

If we talk about real 1st tier national hits like Spring Day, BWL, Dynamite, Cheer Up, then not yet.
