that is what I am thinking, most likely the person paying for the building refused to listen to the architect's choice on materials because it would cost more

I did not see that until you said something O_o must resist urge to laugh because this is a serious subject
the footage that cnn got had a clip that really showed the leaning jeez no wonder people were fleeing like that.
My current theory - since inspection reports say that that kind of lean is within building spec and everything is A-ok on the building....
I think its the mass-damper. Probably the computer controlling it got a bug or smth and just swung the mass-damper all the way to one side or smth. you'd be surprised at how much a skyscraper can flex in high winds tbh. kinda feels like a small cruise ship in rough seas.

Anyway, it's scary to look at these things. I would be too scared If I was in that skyscraper at the time when this happened. I remember my father worked on our house once, and he used homemade scaffolding that our neighbors made.

You have situations where BUILDING CONSTRUCTION *Inspectors*
take MONEY (BRIBES) to approve something NOT very safe ...
