I don't think YG had much to do with this. Ultimately, it was Dua Lipa's song and it was clear from the start that she didn't have any intention to promote it as a single.
From my observation, western artists like to collaborate with K-Pop megastars for the clout they can get in Asia/sales from the very loyal fanbases, but they hardly commit to it. It's more of a 'hey look I'm cool I have BP on my album' rather than 'I have collaborated with BP because they're great artists.'

Agreed, I'd much more prefer Kiss and Make Up as a MV more than Ice Cream...
