Why is Hybe working with japanese AbemaTv when they are going to make a global group like Katseye?

Because the show is meant to find a Japanese member to complete the quartet of:

Emily (American), Samara (Brazilian), Lexie (Swedish), and then the upcoming Japanese member.

And it's just Japanese judges because they are keeping it local. I've seen more people complaining less about the fact that it's an all-JP judge lineup and more about who exactly the judges are. To most, Kazuha, Moka and Iroha are premature idols and Sakura isn't talented enough.

It also won't be a global group originating from a kpop company without some domestic representation.
