The same people who allowed Chaeunwoo, before his current tax troubles (which will probably be resolved with his mother doing a short stint in the jail and a fine of about $20 mil, not fatal for someone like him) to host an event while being in the military
And, in retrospect, it would have been perfectly fine for Jungkook to have attended the event and enlist in the summer of 2024, since BTS did not do jack shit in the second half of 2025.
If JK had enlisted in the middle of 2024, he would have avoided the scandal in the late 2025, which has ended Jungkook's star potential around the world. if Jungkook associates with someone barely known in the west, he cannot attract fans in the West anymore.
If Jungkook was involved with a non-Korean, even a Japanese or a Southeast asian, it would have been reasonably argued that he was at least looking forward for the world. But he was involved with Kim Minjeong , who hails from JK's hometown, showing he crawled back to his home den, showing the world that he did not care about the world.
Compared with Zayn being involved with Gigi Hadid, an internationally known figure, Jungkook being involved with a local person showed his provinciality, a fatal move which would have been avoided if he had attended the Usher Half Time Show in 2024.
