If you ask me if it was too much I will say hell yeah, that's true, this should never happen.
In same time I think she shaved her hair because she knew that she had "no dating" clause in her contract. Even court demanded her to pay back for damage that she has done.
Whole situation quickly backfired because general public was angry and mad that situation like this occured and she even managed to rank 18th in election.

Not saying the culture regarding idol dating in japan isn't idiotic but minami kinda went out of her way to make it much bigger deal with shaving her head, something she choose to do herself. There have been plenty of girls with dating scandals in akb48 before and after without anything like this happening. Some lesser ranked apologized and quit etc, nothing else.
The most popular member for the last decade, Sashihara Rino had a much worse scandal the year before when an ex-boyfriend went to the tabloids with intimate stories and pictures. She admitted it was true on the radio while crying (speaking with the founder of akb48) and was relegated/sent to the newly started sister group HKT48 to help them out as a veteran. The year after she shocked everyone when she won the general election, which was a huge upset that none expected as everyone expected that Oshima Yuko would win (she was the top #2 since akb48 started basically) everyone had assumed Sashihara would no longer even rank in the top 10 if even in top 50. She went on to win another 3 elections after that, something none else have done, before she started to skip the election altogether.
Funniest thing was probably Ririka Suto who during the 2017 election, when she received her award for placing 20th in the yearly election, announced on stage that she was getting married.

In the end, japanse idols are much more varied in their idol images than kpop idols. Sashihara was never known for her beauty or an innocent image, so stuff like that didn't have much effect on her career, in fact, it probably did the opposite.
The same would have been true for Minari, who was always more of a comedian type of idol, if she hadn't gone to the extremes she did in apologizing. Others built their image on the girlfriend/innocent image and lost most of their fans and quit.

Kpop fans dont understand that jpop idols can be much more diverse than kpop ones and despite all the creepyness of the industry not all of them appeal to uncle fans or teenage fangirls (on the male side). Theres a reason some of them end up having much longer careers.
