There is just insane competition right now, since they debuted we've had Aespa, Lesserafim, NMIXX, Kepler, Newbeans, and Ive, all have strong international fanbases, plus groups like Idle, Itzy, Blackpink, Twice and Red Velvet continue soldering on, overcoming all storms.
StayC could end up to be the OMG of Kpop, a domestic focused GG, and there's nothing wrong with that.

Yeah, that's most likely the main reason. Many kpop fans don't care about groups that aren't part of the big 4 or who werent on popular survival shows. That's probably a reason why Oh My Girl and Gfriend don't have huge international fanbases either.

Maybe people don't like their music much?
I don't really have any strong impressions of their music. Nothing of theirs has ever made me want to add it to a playlist, and i've got some pretty nugu stuff in there (Girls by Nature, Dumb by Bvndit, Run by H1-Key). Saying they have "good music" is a bit of a pre-emptive assumption. Every fan says their group has good music.
I mean I would obviously agree that it's not all about music, considering some....recent releases, let's say, but if you want to be popular it still has to be about the music sometimes.
Even if Itzy and BP and Aespa are putting out pretty atrocious stuff right now, they've had some songs in the past which I can see why they became popular. Perhaps StayC just haven't had that song yet.

My Guess is Lore.
I-Fans appear to go crazy for all that "It's all connected" stuff. Endless time's the first thing an Orbit does is not say they have good music, but say "their music is all connected" "or they have their own lore".

Orbits definitely were super proud of their music back in the day
it had died down understandably in the last couple of years since most orbits themselves dont like their new music much

Yes! In my opinion, they have one of the best of the best discographies in the 4th gen. And the quality of their title tracks is untouchable.

Idk. Their songs are much easier to digest than internationally popular 4th gen girl groups and their sound is kpop through and through. Plus, they have BEP, who have created many hits that western kpop fans like. I don't think you will find anyone who says that STAYC's songs are bad either. Maybe it's the safety of their music that drives people away? Kpop fans seem to like more polarizing stuff nowadays.
