When foreign artists have concerts at the Gochuck it is usually through a Hyundai credit card promotion. The person who runs Hyndai Card is a son in law of the owner of Hyundai/Kia, and it is kind of a perk for those who use the Hyundai credit card.
Billie EIlish's concert appears to be no different than other Hyundai Card sponsored concerts. Billie is guaranteed an amount by the guy who runs Hyundai card, and those who used credit cards issued from Hyundai get a discount of around 15%.
Still, the following female figures, to this day, went to Korea to perform at the Gymnastics, The Gochuck and the Chamshil Olympic Stadium throught the years

Beyonce(2007, 2009) - one of them Hyundai Card sponsored
Whitney Houston (2010) - Hyunday sponsored
Taylor Swift (2011) - (at that time she was not treated well, which is cited as the reason why she is not having concerts in K-O-R-E-A.)
(First Korean female singer to have a concert at Gymnastics - SES, 2000.)
After that Gymnastics went into a Renovation so foreign figures were sent to the Gochuck Dome.

All of them were Hyundai card sponsored event, and therefore one day.
There is no known incident of a Korean female act which had concert at the Gochuck to this day.

It was a one day event, also sponsored by Hyundai Cards.
In other words, if Hyundai Cards does not invite them they would not have performed in K-O-R-E-A.
Taylor Swift is the last major foreign female figure who performed in a major venue in Korea. And her experience, not sponsored by a major company, in Korea was not good.
In short K-O-R-E-A is not a concert going country so it tends to be cold even to major world figures n the Pop.
