i...don’t really know what to say. The way that she’s appropriating it is with a rather curious outlook i suppose, but it’s very superficial (African-American stereotypes we often see in media).

Yeah, it's weird, but Japan has this thing for emulating cultures as subcultures. They see it as appreciation, not appropriation or fetishization, but it's definitely strange.
Looks like a variation of the ganguro fashion style which also revolved around a dark tan, plus bleached hair and colorful makeup.
Japan is a very homegeneous country, in terms of ethnicity and culture, that's why rebellious teens/young adults are gonna look for styles and fashions from elsewhere. It's their way to stand out within a very standardized society.
